
India to Build AI Models Rooted in Local Culture, Says Vaishnaw

Union Minister for Electronics and Information Technology, Ashwini Vaishnaw, highlighted the importance of developing artificial intelligence (AI) models tailored to India’s linguistic diversity, cultural heritage, and societal norms. While addressing the CII Annual Summit 2025, he made it clear that the government supports inclusive progress in AI.
“We have taken up the development of models. One of the first is being developed by Sarvam. There are three or four applications that are in the advanced stages of approvals. We are also taking up common datasets as a part of this entire process,” Vaishnaw said, highlighting ongoing efforts to create AI solutions rooted in India’s unique context.
He believes that development in AI will change society similarly to the progress made in the semiconductor and electronics field. I believe that kind of change will happen soon. Being prepared for this change is important. No matter the industry, it is important for all of us to be ready, he stressed.

Vaishnaw pointed out that UPI and Aadhaar have achieved great success globally by opening up technology access to everyone in India. “The success that various digital public infrastructure tools and services (DPIs) have seen in India and globally is rooted in the government’s belief in democratising access to technology for everyone, rather than it being concentrated in the hands of a few,” he said, adding that this inclusive approach guides India’s AI strategy.
As part of supporting AI breakthroughs, the IndiaAI Mission, approved in March 2024 with a budget of 10,738 crore, will help by donating 10,000 graphics processing units. Vaishnaw noted that the first bidding session gathered offers for over 18,000 GPUs, and an additional 14,000 came in the second one. The IndiaAI Compute Portal will allow startups, students, and researchers to make use of these GPUs and AI cloud services, assisting in innovation.
By prioritizing AI models that reflect India’s diversity and ensuring equitable access to advanced computing, the government aims to position India as a global leader in responsible AI development, driving inclusive technological progress.
